Global Strategies: Report of the Education Funding Team

Governor Kitzhaber?s education budget proposals for the 2013 legislative session are beginning to emerge. The report of the Education Funding Team, presented above and available online here, is out. It puts no dollar numbers by its proposals, but it does set out the categories it wants considered. In particular, it sets four categories of strategic investments. And unfortunately, nowhere in the document are the priorities of this blog (more foreign language immersion programs, paid high school study abroad programs, and more online educational options) promoted. The investments proposed would, for the most part, continue to propel Oregon?s education system down the wrong track. What a waste of political effort!

The proposed strategic investments are:

Regional ?Student Achievement Centers? to develop a representative corps of professional educators

?OregonReads?, a statewide campaign focused on early grade reading

Support for evidence-based programs that engage and empower parents and students

Innovative models for grades 9-14 to ensure essential skills for global success

Of the ?strategic investments? the report says:

?Strategic Investments.? Funding that the state allocates in order to achieve particular, high-leverage processes and outcomes. These investments should represent a small percentage of the overall state investment for education, but are preconditions to large-scale, enduring system improvement. Without them, we should not believe that the education system in 2015 will serve students any more effectively today than in the future. These are two to six-year investments.

Perhaps more on some of the specific investment proposals and opportunities in future posts. For now, these proposals are a disappointment, although expected, and not bold enough to meet the realities before us.
