The NHIA recognized Vanguard with awards for two programs conducted on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA):

• The 2011 Voice Awards: Vanguard received a Bronze Award in the category of Total Special Health Event Program; and
• SAMHSA?s Wellness Initiative 2011: Vanguard received a Merit Award in the category of Total Health Information Program.

All materials and/or programs developed and/or distributed between January 1, 2011, and December 31, 2011, were eligible for the competition. Apple's iPad mini event was rumored to be happening sometime around October 17, but this week brought no invite. Now, however, there's a very good sign that we could see it on October 23, thanks to a report from AllThingsD and a confirmation from one of the best-connected bloggers in the Apple ecosystem.

Samsung Galaxy S III mini pops up, we go hands-on (video)

When word first started trickling out that Samsung planned to make a mini version of the Galaxy S III, it had the air of plausibility -- we've heard from many a person about the too-large size of that phone for their hands. Then, a press invitation confirmed that "something small" was in the works, and finally mobile chief JK Shin confirmed that a smartphone of that name would be announced today in Frankfurt, Germany.

Now Samsung's spilled all the beans, and revealed the new Galaxy S III mini, a slightly paler version of its bigger brother in specs as well as screen size. Our own short time with the phone certainly revealed that its pushing all the same "inspired by nature" buttons of the original Galaxy S III (and the Galaxy Note II), with the same exact rounded pebble shape and layout. The German marketing rep we spoke to said his company's research found that users wanted the same phone design as the 4.8-inch Galaxy S III, but in a smaller form factor -- to more easily fit smaller hands and pockets. Samsung said those folks don't necessarily need or want the most powerful phone they can get their hands on and are content to have mid-level specs -- so the mini carries a 1GHz dual-core processor, 1GB RAM, a 4-inch, WVGA AMOLED screen and 32GB max of memory.

It remains to be seen if those specs will dilute the Galaxy S brand, but in any event, we found the phone certainly doesn't cramp our regular-sized hands like its older brother can (let alone the Note II), and the comfortable shape of the original works even better in a mini size. The button placement is identical to the larger handset, and the phone will come out of the box with nearly identical Android 4.1.1 Jelly Bean functionality -- with the added Samsung TouchWiz twist, of course. That includes new niceties like the multi-screen option, and a brief play with the phone shows the same butter factor, even with the lesser dual-core processor. So might this mini-me Galaxy S III model sway you over to the Samsung Galaxy family if you disdain the giant screen of its predecessor? NTT DoCoMo unveils winter lineup, pushes big displays, LTE, quad-cores and NFC payments

Just as the air begins to chill, NTT DoCoMo has announced its forthcoming line-up for release in November and December, including nine smartphones, four feature phones and a tablet. As the Japanese populace would no doubt demand, all of the bigger smartphones -- from the 4.7-inch Arrows V F-04E through to the 5.5-inch Galaxy Note II -- come with 1,280 x 720 displays, a healthy degree of water- and dust-proofing, plus decent quad-core credentials. The new Aquos Phone Zeta SH-02E stands out for its low-power 4.9-inch IGZO panel and 16-megapixel camera, while the Arrows Tab F-05E 10-inch tablet packs a 1,980 x 1200 display and what sounds like the latest 1.7GHz iteration of Tegra 3 (as seen in the HTC One X+). It's also interesting to a see a Korean-style variant of the Galaxy S III (the Alpha SC-03E) packing a souped-up 1.6GHz Exynos chip and 2GB RAM. In related news, NTT has also announced that it's parterning with Mastercard PayPass and will offer the contactless payment system for Japanese customers travelling abroad by fall next year -- and indeed all the new smartphones are NFC-equipped. Global Strategies: Report of the Education Funding Team

Governor Kitzhaber?s education budget proposals for the 2013 legislative session are beginning to emerge. The report of the Education Funding Team, presented above and available online here, is out. It puts no dollar numbers by its proposals, but it does set out the categories it wants considered. In particular, it sets four categories of strategic investments. And unfortunately, nowhere in the document are the priorities of this blog (more foreign language immersion programs, paid high school study abroad programs, and more online educational options) promoted. The investments proposed would, for the most part, continue to propel Oregon?s education system down the wrong track. What a waste of political effort!

The proposed strategic investments are:

Regional ?Student Achievement Centers? to develop a representative corps of professional educators

?OregonReads?, a statewide campaign focused on early grade reading

Support for evidence-based programs that engage and empower parents and students

Innovative models for grades 9-14 to ensure essential skills for global success

Of the ?strategic investments? the report says:

?Strategic Investments.? Funding that the state allocates in order to achieve particular, high-leverage processes and outcomes. These investments should represent a small percentage of the overall state investment for education, but are preconditions to large-scale, enduring system improvement. Without them, we should not believe that the education system in 2015 will serve students any more effectively today than in the future. These are two to six-year investments.

Perhaps more on some of the specific investment proposals and opportunities in future posts. For now, these proposals are a disappointment, although expected, and not bold enough to meet the realities before us.

With wife expecting, Stephan Bonnar ready to jump on private jet after UFC 153

Though Stephan Bonnar has UFC 153 and Anderson Silva on his mind, he has another concern when he's in Brazil this week. Bonnar's wife Andrea is pregnant and due at the end of the month. Since babies are born on their own schedule and not the UFC's, Bonnar has a contingency plan ready to go for the event Andrea goes into labor earlier than expected.

According to TMZ, UFC president Dana White has offered to fly Bonnar back to his home in Las Vegas immediately after the fight with Silva in his private jet. Bonnar took White up on his offer, but the Bonnars still have another plan in place.

Andrea says Stephan?plans to video conference in to his wife's birth if he can't make it in time -- but she adds, "We're trying to avoid even thinking about that."

Their son's birth will be forever connected to Bonnar's last-minute fight with Silva. After featherweight champion Jose Aldo's injury threatened UFC 153, Bonnar stepped up to fight Silva, the middleweight champion and pound-for-pound king at light heavyweight.

There is a chance their son will be connected to Bonnar's most famous fight, as well. As Kevin Iole mentioned, Stephan and Andrea are considering naming their son Griffin Bonnar in honor of the Bonnar-Forrest Griffin bout at the first "Ultimate Fighter" finale.
