Tattoos may hide skin cancer

Tattoos may make pigmented lesions and skin cancers particularly difficult to detect, according to recent research.

Researchers with Laserklinik Karlsruhe, Karlsruhe, Germany, and the University of Heidelberg, Heidelberg, Germany, presented a case study of a 29-year-old male patient who developed malignant melanoma on a pre-existing nevus within a tattoo. The patient had been undergoing laser tattoo removal.

The patient had a tattoo that covered both of his arms and his chest for 10 years before undergoing treatment for removal. During the process, a mole on the patient?s shoulder that had been hidden with black ink was revealed, study authors reported. Treatment was halted until the patient underwent a mole removal and biopsy, which revealed melanoma. According to the researchers, 16 other cases of malignant melanoma hidden by tattoos have been reported in medical literature.

?Pigmented lesions in decorative tattoos cause diagnostic difficulties at a clinical and dermoscopic level. In cases of laser removal of tattoos, hidden suspicious nevi may be revealed gradually,? researchers stated.

Investigators recommended that before patients undergo tattoo removal, clinicians should thoroughly examining a patient?s skin. If a tattoo covers a known pigmented lesion, the lesion should not be treated with a laser, the authors concluded.

The study was published online July 31 in JAMA Dermatology.

Supreme Court refuses to delay release of 10,000 California inmates despite safety warning

SAN FRANCISCO ? The U.S. Supreme Court has cleared the way for the early release of nearly 10,000 California inmates by year's end.

A lower court had previously ordered the state to cut its prison population by nearly 8 percent to ease overcrowding it said amounted to to cruel and unusual punishment. The panel found inmates were needlessly dying and suffering because of inadequate medical and mental health care caused by overcrowding.

But Gov. Jerry Brown and other state officials warn the releases could cause a public safety crisis.

The president of the California Police Chiefs Association says the justices ignored efforts already underway to reduce prison populations and "chose instead to allow for the release of more felons into already overburdened communities."

Fifteen year-old?s appeal of flogging sentence for fornication stalled in High Court thumbnail

State and judicial authorities have failed to provide a timeline for the appeal of a 15 year-old rape victim sentenced to flogging for a separate incidence of fornication, despite repeated pledges and promises of wider legal reform.

The 15 year-old minor from the island of Feydhoo in Shaviyani Atoll was convicted to 100 lashes and eight months of house arrest in February 2013, after confessing to fornication with another man during an investigation into allegations she was sexually abused at the hands of her stepfather. Those allegations arose with the earlier discovery of a dead baby buried in the outdoor shower area of the family?s home.

A month after the sentence was delivered, sources on Feydhoo told Minivan News that islanders had been raising concerns to the authorities over the girl?s abuse by other men on the island since 2009.

Sources at the time accused law enforcement officials, civil society and successive governments of failing on every level to protect the minor.

Widespread international coverage of the sentencing has since led to over two million people signing an?Avaaz.org petition calling for her sentence to be quashed, a moratorium on flogging, and reform of laws to protect women and girls in the Maldives.

Despite the country?s international reputation as an romantic island getaway for couples, fornication (sex outside marriage) is illegal in the Maldives and is subject to Sharia punishments under the 1968 penal code.

However, statistics from the Department of Judicial Administration show that flogging sentences are overwhelmingly issued to women. Of the 129 fornication cases filed last in 2011, 104 resulted in sentences ? 93 of whom were female.

Meanwhile, the Judicial Services Commission (JSC) has?dismissed calls to suspend Supreme Court Judge Ali Hameed following the judge?s appearance in at least three recently-leaked sex videos appearing to depict him fornicating with unidentified foreign women in a Colombo Hotel room, citing ?lack of evidence?.

15 year-old?s appeal stalled

The opening hearing of a High Court appeal of the girl?s flogging sentence, filed on her behalf by Attorney General Azima Shukoor, was held on April 29

The High Court has confirmed to Minivan News that there had been no further hearings in the three months since, and no further hearings scheduled.

However, a legal source speaking this week on condition of anonymity said the hearing in April was believed to have been the last, with the court expected to deliver a verdict on the case the next time it reconvened on the issue. ?The appeal is being heard behind closed doors.

The flogging would be administered when the girl turns 18, although local media has previously cited a court official who claimed it could be implemented earlier should the minor request so.

Deputy Solicitor General?Ahmed Usham confirmed that the sentence had not been carried out, and reiterated that no date had yet been set for a verdict on the minor?s appeal.

Usham added that a process to oversee legal reforms into the treatment of sexual abuse victims involving state bodies including the Attorney General?s (AG?s) Office was ongoing at present.

?Hopefully something concrete will be announced on this soon,? he said, but could not speculate on a timeline.

President Dr Mohamed Waheed?s government has previously pledged to review and ?correct? laws?it says victimise young women and minors who have suffered sexual abuse.

President?s Office Spokesperson Masood Imad previously expressed hope that the use of punishments such as flogging would be among practices debated as part of reforms.

?I?m sure when we debate [punishing suspects for fornication with lashes], we will find an acceptable solution for all parties,? he said.

More recently, the President?s Office?said current legal practices involving the treatment of victims of sexual offences could not be changed overnight, and required gradual implementation.

?We cannot go any faster on the matter than this, we don?t want to see any trouble like in the past. We can?t just go and ask a judge not to [give sentences like this] anymore,? Masood said in May.

The President?s Office today confirmed that Dr Waheed had established a ?special committee? as part of efforts to try and oversee the requested legal reforms, referring any specific questions on its work to Spokesperson?Ahmed??Topy??Thaufeeq.

Thaufeeq was not responding to calls or text messages at time of press.

Recently appointed Gender Minister Dr Aamaal Ali meanwhile requested Minivan News contact the office of former Gender Minister and current AG Azima Shukoor concerning the current status of attempts to reform laws on the treatment of sexual abuse victims.

Azima was not responding to calls or e-mails to her office at time of press.

Local newspaper Haveeru meanwhile last weekend interviewed the judiciary?s official flogger, Abdul Khalig.

?According to his memory, Khalig has enforced flogging sentences of over 300 people which amounts to thousands of lashes with his leather whip,? reported Haveeru.

?But Khalig to this day remains hesitant when it comes to flogging the elderly given their age. But he assures that no old person mostly sentenced for fornication and child abuse had come to any harm as a direct result of the flogging.

?No matter who the person is, this must be done. It is not a cruel punishment. Only one woman fainted whilst I was flogging her,? Khalig told the paper.

?I notice that people who have been flogged, repent and live good lives afterwards. Because this such a small society I see it quite often. People who have been flogged for fornication later go on to live very good lives,? he said, adding that he was now hoping ?to impart what he has learned to the next generation before he retires.?

15 year-old?s case ?tip of the iceberg?: Amnesty International

Speaking to Minivan News at the conclusion of a nine day visit to the country in April, Amnesty?s South Asia Director Polly Truscott claimed the treatment and controversial flogging sentence handed to the 15 year-old girl was the ?tip of the iceberg? regarding the Maldives? treatment of?sexual abuse victims.

Earlier the same month, Maldivian NGO Advocating the Rights of Children (ARC) criticised child protection measures currently in place in the country as ?inadequate?, urging government authorities to incorporate several key human rights obligations into domestic law.

ARC at the time told Minivan News that although the Maldives has signed and agreed to be legally bound by the?provisions in the Convention on the Rights of the Child (CRC) and its?Optional Protocols, the commitments have yet to be adopted into law.

Minivan News meanwhile in June investigated reports of ?widespread? child prostitution being conducted in Laamu Atoll, and was informed by a private clinical psychologist that the practice had become ?so common? that the victims considered it ?normal?.

Multiple sources told Minivan News the practice has prevalent across the Maldives, ranging from male benefactors grooming children with ?gifts? to parents actively selling the sexual services of their children ? some as young as 12.

Official and public acknowledgement of the ?systemic? child sexual abuse remains taboo, although Azima Shukoor ? then Family and Gender Minister -?in a statement on May 10 to mark Children?s Day revealed that ?children being used as sex workers, where the children are sent to places as a means to pleasure people and to gain an income from such a trade. This is being practiced in the Maldives today. Both boys and girls are being used in this trade.?

More than 600 pregnant teens have called Gerard House home over the last 25 years.

For one resident, who cannot be named because she is under 18 and in foster care, the house has given her many things.

?There?s a lot of positive attitude here,? she said.

She was 16 when she came to Gerard House and went on to earn her high school diploma after being put into the state?s custody for a truancy issue. The pregnancy is what got her attention.

?They said if you don?t get straightened out, there?s a chance you could have your kid taken away, so I realized I want to go to school and get everything done,? she said. ?I was in a foster home and it was hard for me at first. It really helped me coming here.?

Now, about to turn 18, she and her 8-month-old son are getting ready for another big change: She?s starting a career to become an aesthetician.

?They?ve brought her stability, learning skills, emotional and financial support, she has her high school diploma and she?s going to Eric Fisher Academy,? said Christy Hannon, the young woman?s family support worker from St. Francis Community Services who works with Gerard House and was a teen mom herself.

The large, but modest house at 3144 N. Hood will take in pregnant teens at any point of their pregnancy and allow them to stay until their babies can crawl. It will celebrate its 25th anniversary Sunday with a reception in downtown Wichita.

Gerard House began as a joint mission of the Sisters of the Sorrowful Mother and the Congregation of St. Joseph. Now it?s under the umbrella of Via Christi Health in Wichita. It?s named after Gerard Majella, the patron saint of mothers.

According to the most recent figures from the Kansas Department of Health and Environment for 2011, the statewide pregnancy rate for ages 10 to 19 is 20.9 per 1,000, or nearly 4,100 pregnancies. A little more than 890 of those pregnancies were in Sedgwick County.

?School and baby?

The young women have a very structured environment, said Deneen Dryden, Gerard House executive director. They often wake up for school at 6 a.m. and aren?t done with parenting classes, tutoring and counseling until 9 p.m.

In addition to connecting the women with prenatal care ? most of which is paid for by Medicaid ? and parenting classes and counseling, Gerard House also helps some find jobs through the Workforce Alliance.

The state has a program that helps pay for some of the young women to attend selected state schools for higher education, Dryden said, but typically only 2 percent of adolescents who are pregnant before they?re 18 finish college.

?To me, that?s the saddest statistic,? she said.

?For us the real priority is school and baby. If they haven?t completed their high school diploma or GED, that?s the No. 1 responsibility because the research shows only 40 percent graduate.?

Gerard House also provides the women information on adoption, Dryden said. As a Catholic-sponsored institution, it does not encourage abortion.

?They need to make an informed decision,? she said. ?If they choose to parent we give them the skills and support them in that decision.?

The younger the woman, the less likely they are to place the babies into adoption services, Dryden said. At Gerard House, about one in 20 decide to pursue adoption.

?If you look at infrastructure many come from, they didn?t have family,? she said. ?And they?ll look right at you and say, ?I got pregnant so I would have something to love and to call family.?

?When you?re under that pretense, you think that baby is going to meet your needs instead of the reality that you?re up all night.?

Juvenile system

Often, the young women are referred through foster care or the juvenile justice system, Dryden said. But they also come through private or community referrals by school nurses or families.

?There?s lots of channels that get them here,? Dryden said.

?What we know is that on paper, it really doesn?t matter what it says, we?re dealing with a pregnant teenager who?s got lots going on in their life. So we treat them all the same. They?re the same girl.?

As of July 1, Gerard House is the only contracted maternity home with Juvenile Services in the state.

According to Jeremy Barclay, communications director for the Kansas Department of Corrections, the state used to also contract with Mary Elizabeth Maternity Home in Hays and Grace Center in Kansas City, but the number of teens in the system who are being referred to group homes has decreased over the last several years.

?It?s just an example of oversupply for demand,? Barclay said.

And it?s perhaps a shift in the way society views pregnant teens, Dryden said.

?Initially, it was set up because of the stigma that society placed on (pregnant teens) and the shame,? Dryden said. ?A lot of the girls were sent away and would come back to the community after they had placed for adoption.

?And although times have changed and society has changed, that?s still the mission: to still serve this underserved population that?s very vulnerable.?

Motorola has been doing its best to build some buzz around the Moto X, which launched this week. As a smartphone, the X is decidedly middle-of-the-road. It boasts specs and a design similar to the Droid models Motorola announced last week. Available later this month at $199 on-contract from most major US carriers, the X's biggest claim to fame -- other than swappable backplates, including one made of wood -- is the fact that it's assembled in the US, in a 500,000-square-foot factory in Fort Worth, Texas. Yes, that's "assembled." Despite widespread reports that the X is being made in the US, most of its components, from its display to those backplates, are produced in factories around the world, and workers in Texas will assemble the phones.

Does it really matter where your smartphone is made? If your main concern is domestic job creation, it might. A 2012 survey by Boston Consulting Group found that over 80 percent of Americans are willing to pay more for products that are made in the US instead of China, mainly because they want to keep jobs in the country. Interestingly, the same survey found that 60 percent of Chinese consumers would pay a premium for US-made products, apparently based on the belief that the US produces higher-quality products. When it comes to smartphones, that's an idea that's difficult to put to the test; there are none currently manufactured in the United States, and that's not about to change with the launch of the X.
